Sylvia Pinel a réaffirmé son engagement et sa détermination pour que le secteur du logement social se développe, se modernise et réponde encore mieux aux préoccupations des Français. Le Gouvernement et l’Union Sociale pour l’Habitat s’engagent ainsi à mobiliser leurs moyens respectifs pour soutenir la production, lancer un vaste plan de rénovation et créer une offre de logements sociaux à loyer très bas. En plus du soutien à la construction de logements sociaux à travers l’exonération de la taxe foncière sur les propriétés bâties (TFPB) sur 25 ans, le Gouvernement et l’USH prévoient de mettre en oeuvre un vaste plan de rénovation de logements sociaux. Le mouvement HLM s’engage à mutualiser ses ressources, soit 750 millions d’euros sur 3 ans, pour la rénovation de logements sociaux. L’Etat améliore l’accès aux prêts de la Caisse des dépôts et Consignations destinés à améliorer le parc HLM et crée un prêt « Amiante », bonifié et attractif, afin de financer les travaux relatifs au traitement de l’amiante. Ce nouveau prêt, qui s’alignera sur le barème du prêt EcoPLS, bénéficiera à 40 000 logements chaque année.
